It is unfortunate that the regulations were passed at the last minute–at the very end of a 2- term conservative presidency. Passing agendas after the election of a new president makes the regulations appear suspect to those inclined to be suspicious of motives. Even if those regulations really were needed.
Bush strengthened the ability to enforce the ‘freedom of conscience’ protections that were already in place. That should not have seemed ’suspicious’ to anyone of good will. Which apparantly, Obama is not.
